The hook runner image field (quay.io/konveyor/hook-runner) has a default value in the plan details/edit hooks tab but not in the plan creation wizard, causing inconsistent UX.

Always 

1. Go to Plans -> Create Plan
2. Navigate to the "Hooks" step
3. Enable "Pre migration hook" or "Post migration hook"

The "Hook runner image" field is empty and shows a validation error if you try to proceed without manually entering a value.

The "Hook runner image" field should be pre-filled with quay.io/konveyor/hook-runner by default, consistent with the behavior in the plan details hooks tab.
