[UI] Failed to set "Preserve Static IPs" as false in UI

      Description of problem:

      Don't select "Preserve statc IPs" when create migration plan, the "Preserve statc IPs" is still true in plan.

      Edit the "Preserve static IPs" on Plan Details page to false, save the change, the "Preserve statc IPs" is still true

      MTV 2.10.0-12(IIB: forklift-fbc-prod-v420:on-pr-9b44168a11bbe06db5adb7668f64592beb05fb67) with CNV 4.20.0

      Steps to Reproduce:

      Scenario 1: Don't select "Preserve statc IPs" when create migration plan

      1) Prepare a win2019 VM: mtv-feature-win2019 with 1 interface with dhcp settings

      2) Create a cold migration plan: cold-win2019-dhcp-test to migrate VM: mtv-feature-win2019 from vCenter 7 to OCP cluster, Don't select the "Preserve static IPs" in "Create migration plan" -> Additional setup page, click "Next" to create the plan

       

      3) Check on the Plan Details -> Plan settings page, the Preserve static Ips is on.

      Scenario 2: Edit the "Preserve static IPs" on Plan Details page

      1) Create a warm migration plan in UI, by default the "Preserve static ip" is on

      2) Try to disable the static ip in "Plan Details" -> "Plan Settings": Set the "Preserve static IPs": false

      Click Save button, check the Preserve static IPs is still on in the Plan Settings page and in Plan Yaml file.

      Actual results:

      In scenario 1 and 2: Failed to set the Preserve static IPs: false in UI

      Expected results:

      In scenario 1 and 2: Set Preserve static IPs: false successfully
