Inventory is not updated after configuration changes on vmware.

      Description of problem:

      The inventory information provided by forklift-controller pod is not automatically updated after configuration changes on vmware. 

      Version-Release number of selected component (if applicable):

      mtv 2.9.4

      How reproducible:

      Always
      

      Steps to Reproduce:

      1.Create a new vmware portgroup
      2.Confirm the porgroup is now visible on the inventory at endpoint /providers/vsphere/<PROVIDER_ID>/networks
      3.Remove the porgroup from vmware
      4.Check the networks again at endpoint providers/vsphere/<PROVIDER_ID>/networks and the network will still be there

      Actual results:

      The inventory is not autmatically updated

      Expected results:

      the inventory should be updated automatically

      Additional info:
      Deleting forklift-controller pod forces the inventory update
