      Today the target VM we create will get the power state automatic based on the source VM power state.
      After this epic user can choose the target power state,
      auto - as source vm
      on - on
      off - off

      User Stories

      • As a migration admin,
        I want to migrate all the VMs but leave them off,
        so that I can still continue to run the source vms on the same network.
      • As a migration admin,
        I want to migrate all the VMs and make sure they are all running
        so that I can make sure init scripts are running.
