storage-offload: MAX_IN_FLIGHT starting more VMs than configured

      Description of problem:

      When runnign the storage offload with 50 VMs (100 disks) with MAX_IN_FLIGHT=10 there are 20 VMs started instead of expected 5.

      Version-Release number of selected component (if applicable):

      2.9.3

      How reproducible:

      Always / N%

      Steps to Reproduce:

      1. Set MAX_IN_FLIGHT to 10
2. Create plan with 50 VMs each VM 2 disks
3. Start plan

      Actual results:

      20 VMs are started at once

      Expected results:

      Start migration only of first 5 VMs
