Warm and cold migrate VM:mtv-feature-win2019-staticips from vCenter failed in ImageConversion phase with error: "Guest conversion pod not found"

Steps to Reproduce:

1) Create a warm/cold migration plan to migrate VM: mtv-feature-win2019-staticips from vCenter7 to OCP cluster with preserved static ip:on, map the VM network, Mgmt network to mtv-test/mybridge, mtv-test/mybridge1.

2)  Plan failed in ImageConversion phase with error: "Guest conversion pod not found", attached forklift-controller pod log: forklift-controller-7fc86bdf66-m8ggq-main.log
