      Description of problem:

I created VMware 7.0.3 vCenter provider and created a Plan that includes a VM with 2 NICs both of the to target network assigned to the same NAD then the migration succeeded when it shouldn't.
i tried to boot the VM but it was stuck on starting.

      1. VM used for migration: mtv-func-WIN2019-test

      2. Network map target used when creating the Plan: **

      3. Migration succeeds when 2 NICs connected to the same target NAD

Version-Release number of selected component (if applicable):

      OCP version: 4.19.6
      MTV version: 2.9.1 (redhat-osbs-on-pr-9cb94dcb908300dfe4fd6a29481d99c4a3045018)
      CNV version: 4.19.3

      How reproducible:

      Always

      Actual results:

      2. No concerns when selecting 2 target NADS
      3. Migration passed - it failed on booting

      Expected results:

      2. rising a concern when there is 2 target network pointing the to same NAD
      3. Migration fail due to selecting 2 target network pointing the to same NAD
