[UI] Add "Create project" option in target project dropdown

      Goal

      Today I can't add a new project when creating a plan without closing the wizard first.

      After this epic the create plan will have an option in the target project dropdown to add a new project without closing the wizard first.

      • As a migration admin I'd like to create a target for my VMs in the plan without closing the wizard
