When creating a plan vi the wizard and in VMs step of the wizard selecting VM(s) with critical concerns, the "Confirm selections with critical issues" modal is displayed with an empty list of VMs, even though it shows the number of selected vms within the the bulk select "dropdown" in the toolbar

Steps to Reproduce:

1.Open the create plan wizard, select a source provider with VMs that include critical concerns
2.Choose 2 VMs with critical concerns
3.Click next

Actual results:

1. The "Confirm selections with critical issues" modal appears with an empty list of vms

Expected results:

1. The "Confirm selections with critical issues" modal appears with the selected vms
