Description of problem:

Failed to create a plan with Pre-migration hook in "Create migration plan: Additional setup: hooks" page, hit error below, then user have to recreate the plan without hooks from the first step.

Hit this error on OCP 4.17.35, don't hit it on OCP 4.19.1
