OCP->OCP migrate VM with Pre/Post migration hooks, plan failed in Initialize phase, with the error below:

Notice: OCP->OCP migration plan without Pre migration hook or plan with Post migration hook can executed successfully

Steps to Reproduce:

1) Cold migrate VM: mtv-func-win2022 from ESXi 8 host to OCP 4.19.1 cluster: qemtv-08, the VM is running on target cluster

2) Create a OCP provider: ocp-08d with certificate validation on OCP 4.19.1 qemtv-04

3) Create a migration plan to migrate VM: mtv-func-win2022 from ocp-08d to qemtv-04 with Pre/post migration hooks

4) The plan failed in Initialize phase with error below, more details in attached migration-ocp-test-08d-win2022-glzql.yaml
