Creating an OpenShift provider without a CA certificate or with skip CA disabled causes the provider to remain stuck in the "Stage" state. Even after manually adding a CA or enabling skip CA, the provider does not transition to the "Ready" state.

1. Create new Provider for "Openshift Virtualization" as for the current OCP.
2. Fill the necessary fields
3. Don't attach CA or enable "Skip certificate validation"   
4. Create
5. Edit the Provider and attach the CA or enable the "Skip certificate validation"
