Description of problem:

Current MTV 2.8.0 document for OCP source provider:

"The Red Hat OpenShift cluster version of the source provider must be 4.13 or later"

We need add more details for this part to avoid users use large matrix and hit different kinds of problem. E.g.

1) Both source and target OCP clusters installed with same MTV version

2) With the same MTV version, the source OCP,CNV cluster version should not higher than the target OCP,CNV cluster version

3) How about only support the migration between the same OCP,CNV version ?
E.g For MTV 2.8: source OCP 4.16-> target 4.16, source OCP 4.17-> target 4.17, source OCP 4.18-> target 4.18
