Description of problem:
The guests with TPM can't start after migration on MTV

Version-Release number of selected component (if applicable):
MTV 2.8.0
OCP 4.17.24

How reproducible:
100%

Steps to Reproduce:
1. Migrate multiple guests with TPM from VMware on MTV

2. All guests with TPM can't start after migration

3. Check guest yaml file and TPM persistent is true

 tpm: persistent: true 

 
Actual results:
As above description

Expected results:
Maybe TPM persistent should be false after migration on MTV

Additional info:
The guest with TPM can power on after converting to rhel by virt-v2v because the TPM device will be removed after conversion
