This work will add the vsphere-xcopy-volume-populator support to forklift.
Affected component are:

• forklift controller

• • to detect and allow selecting an offload copy for vsphere
  • to create and refer to a populator resource on a PVC if copy, offload is selected
• forklift populator controller
  • add the new vsphere-xcopy-volume-populator api and controller bits
• vsphere-xcopy-volume-popualtor image

• • the actual populator image
