Description of problem:

For example, in an archived plan:
- I can see the pencil icon on some fields in the Details tab
- The Save button in the YAML tab is enabled
- The Edit plan action dropdown button is enabled
- In the Virtual machines tab, there is still a checkbox for row items

Steps to Reproduce:

1. Go into an archived plan
2. Check the items in the description

Actual results:

Some UI elements make it appear editing is allowed when it shouldn't be

Expected results:

For plans where editing should not be allowed:
- Details plan should not have pencil icons next to fields
- YAML tab should have the Save button disabled
- Edit plan button in the actions dropdown should be disabled
- No checkboxes in Virtual machines tab
