Description of problem:
VM Migrations do not work without VDDK when a VM is backed by vSAN. This should be documented as a hard requirement under the vmware prerequisites. Steps to Reproduce:
1. Create a vsphre provider with no vddk 2. Try to cold migrate a VM 3.
Actual results:
VM migrations fails with 404 errors for -flat files. 'curl' -q --max-redirs '5' --globoff --head --silent --user <hidden> --insecure 'https://vc-lab.int.net/folder/1ee4c967-f467-b43e-a8ba-946daed052f2/vm%5fServer01-flat.vmdk?dcPath=lab&dsName=lab%5f02%5vsan'80HTTP/2 404
