      Description of problem:

      VM Migrations do not work without VDDK when a VM is backed by vSAN.
      
      This should be documented as a hard requirement under the vmware prerequisites.
      
      Right now we just say: "It is strongly recommended to create a VDDK image to accelerate migrations."

      1. Create a vsphre provider with no vddk
      2. Try to cold migrate a VM
      3.
      

      Actual results:

      VM migrations fails with 404 errors for -flat files.
