Description of problem:
Try to migrate a VM with 3 disks, and set migrateSharedDisks false, (no-sharing disk0, shared disk1, no-sharing disk3) Plan status: warning and with message: ----------------------------------------------- "Missing shared disks PVC '[[datastore2] mtv-function-shared-sata/mtv-function-shared-sata_1.vmdk]' in namespace 'openshift-mtv', the VMs can be migrated but the disk will not be attached" ------------------------------------------------- Click "Start migration" button on the "Plan Details" page, it create Migration: "mtv-sata-false-d4wq4", but the migration is not executed, click "Start migration" button again, it create another Migration: "mtv-sata-false-d4wq4" and the migrations are not executed.

Steps to Reproduce:
1) Prepare a VM: mtv-function-shared-sata with 3 disks, shutoff the VM
(no-sharing disk0, shared disk1, no-sharing disk3)
2) Create a cold migration plan: mtv-sata-false, set migrateSharedDisks false, Plan status: warning and with message:
3) Click "Start migration" button on the "Plan Details" page, it create Migration: "mtv-sata-false-d4wq4", but the migration is not executed,
click "Start migration" button again, it create another Migration: "mtv-sata-false-d4wq4" and the migrations are not executed.
Actual results:
In step3: Migrate is not executed and can create multiple Migration for this plan
Expected results:
In step3: Migrate is executed and can only create 1 Migration for this plan
