Description of problem:
When a plan is archived, we should avoid displaying alerts that usually include troubleshooting suggestions, since the user can't edit the plan in that state.

Steps to Reproduce:
1.create a plan with an error/warnings alerts which include suggestions on how to fix. 2.archive the plan
Actual results:
errors/warning are still displayed
Expected results:
an error/warnings alerts should be displayed since the plan is not editable
