With descheduler for VMs now GA, can we add the relevant annotation to virtual machines to enable evictions as part of the migration?

Customers moving from VMware will be used to VMware DRS for re-balancing workloads and will want to enable similar features in OCP-V as part of migrations. In order to enable descheduler for VMs, an annotation must be added prior to the VM starting. The required annotation:

descheduler.alpha.kubernetes.io/evict: "true"

Including the option to include this annotation as part of the migration will allow them to enable descheduler without having to write custom automation.
