Description of problem:
Create a vSphere provider, select the "Skip certificate validation", get the unexpected message - TLS certificate cannot be retrieved, when the vSphere env is unaccessible due to network problem ------------------------------------------------------------------ "The provider is not ready - ConnectionTestFailed TLS certificate cannot be retrieved. To troubleshoot, check the Forklift controller pod logs." ------------------------------------------------------------------

Steps to Reproduce:
1) Create a vSphere7 provider: v7-us, provide the correct username, password, select "Skip certificate validation", get the unexpected message below, when the vSphere env is unaccessible due to network problem
2) Check the forklift-controller-67b78997c7-f6vq8-main.log
, no tls certificate related error
Actual results:
In step1: Get message "TLS certificate cannot be retrieved" when skip certificate validation
Expected results:
In step2: The message don't include "TLS certificate cannot be retrieved"
