When reaching the second step of the MTV plan wizard, the text field validation should not be triggered prematurely

      DESCRIPTION
      Currently, when VI admins reach the second step of the MTV plan wizard, the text field validation is triggered prematurely. It should only be triggered if they proceed without filling it out.
