Default gateway settings changed after migrating win2022 vm with preserve static IPs

Steps to Reproduce:

Step1:  Start VM: mtv-esx7-win2022-2nics-2disks in vSphere7 with static ip settings as below:

Step2: Cold/warm migrate VM with preserve static IPs on, the migration plan run successfully, more details please refer to the attached logs: warm-2022-2nics-vm-111-f7k64-virt-v2v.log, cold-win2022-2nics-vm-111-rjrsf-virt-v2v.log

Step3: Check the VM ipv4 addresses are not changed, but the gateway settings are changed

Step4: Check the network-configure.bat log:

Actual results:

In step3: Before the migration, we can set 2 default gateways and set the metric for them, after migration the default gateway settings are changed (only 1 default gateway and the metric changed to automatic metric)

Expected results:

In step3: the gateway settings are not changed
