Preserver network interface names whenever possible

      With MTV-595 we are preserving statically configured ip configurations.

      This is addressed by now ensuring that the name of a net interface with a static ip configuration does not change.

      Scope of this story is to preserve the name of an interface whenever we find a coupling between a mac and an interface name.

      This is to also cover other configurations thus as i.e. explicitly configured DHCP for an interface (where the IP is not static (in IFCFG this would be DHCP=yes and HWADDR=xx:xx
      In general this is to simply avoid network name changes if we can avoid it.
