Migration from RHV does not preserve disk order when multiple disks are present

      When migrating a VM from RHV to OpenShift Virt the disk order is not properly preserved. This can cause issues when it comes to booting the VM as in linux hosts if "/dev/sda" and "/dev/sdb" are swapped the OS will not boot properly.

      This can be recreated by creating a RHV VM that has "sdb" as the bootable device, and "sda" as a secondary disk.  When the VM is migrated, the bootable device comes in as sda, and the secondary disk as sdb.
