      This bug is similar BUT not the same as MTV-433.

      Short Description:

      When migrating a RHEL 9.3 VM that has multiple valid boot disks, MTV is selecting the wrong disk to boot from. 

      Additional details:

      Customer has a management process that creates a secondary disk that is a deep copy of the source boot disk, that is used as a "backup copy" incase of primary disk corruption. When the MTV migration plan completes, it is updating the "backup instance" of dracut and not the primary one. 

      This is not a one-off configuration for the customer, there are 100s of vms using this process of having a primary and backup disk.

      Per discussion in slack what is required is "some way for users to be able to adjust the `--root` parameter"
