During a cold migration of a single VM with 50 disks, the max_inflight parameter was set to 100.

However, it appears that the disks were copied sequentially rather than 100 disks being copied in parallel as expected.

Historically, in previous versions of MTV, the max_inflight value was understood to apply to the total number of disks, not just VMs.
