[UI] Maven -> "Local artifact repository" textbox can be checked and has no tooltip

Description of problem: 

When Tackle is installed with rwx_supported: false on the tackle CR, go to Administrator -> Maven configuration page:
The "Local artifact repository" textbox is disabled but has no tooltip that explains the reason (as the clear cash button has).
In addition the textbox can be checked and the cursor is changed to a text cursor
