Description of problem:

in migration waves - when creating two migration waves with same name and same dates - once trying to create the second one an error pops "Failed to create migration wave." instead of an explanation/indication like "this migration wave has already been created" .

because in current situation the user thinks something is wrong with the system

Steps to Reproduce:
1.Navigate to migration waves
2.create a migration wave with specific dates and name (or no name)
3.create another migration wave with same dates and name (or no name)

4.an error pops after trying to create the second one "Failed to create migration wave."

Actual results:

after trying to create the second migration wave an error pops "Failed to create migration wave."

Expected results:

after trying to create the second migration wave a warning message should pop "A migration wave with same details has already been created" or other indication message
