Description of problem:

 Sorting applications on tag count is broken on Application Inventory page.

Steps to Reproduce:
1. Create a few applications
2. Tag the applications
3. Sort the applications on tag count

Actual results:

  Applications are sorted in random order. See attached screenshot.

For eg: The attached screenshot shows this order : 2, 0, 4, 1

Expected results:

 Applications should be sorted correctly
