Description of problem:

When the bulk deletion button of applications is disabled, there is an incorrect tooltip message: "Cannot delete application(s) assigned to migration wave(s)." even if there is no migration wave at all

Steps to Reproduce:

1. Make sure there are no applications that are assigned to migration waves.
2. Go to Application inventory -> open the general kebab menu -> hover over the "Delete" button with the mouse

Actual results:

There is a tooltip message that says: "Cannot delete application(s) assigned to migration wave(s)." which is wrong in this case
