Description of problem:

when trying to export a migration wave as an Epic using Jira Server/Datacenter it shows that the status is "new" meaning supposedly it has been exported successfully , but it does not export it to Jira.

How reproducible: Always

Steps to Reproduce:
1.Navigate to migration wave and export it to Issue Manager
2.Choose exporting using jira datacenter  - Issue type Epic and click Export
3.it is not shown in Jira board

Actual results:

the Migration wave is not shown in Jira board 

Expected results:

the Migration wave is shown in the Jira board that we chose to export to
