Prior to shipping MTA 7.0, we want the engineering team to have time to think through how we will approach seeding of content for Konveyor/MTA.  

This includes 2 rough areas:

• Data for the hub, tags, icons, mappings of rules to targets
• Rulesets

It is possible that by time MTA 7.0 ships we will not have implemented the desired approach and this card may just be to have the team aligned with an agreed upon vision of what we want and document that in an enhancement.  For that case we will want to spend some extra attention to ensure we cover upgrade scenarios.
