Description of problem:

Cannot delete an application that was exported to the issues manager, even if the migration wave was deleted

Steps to Reproduce:

1. Set up a Jira cloud instance, create applications, a migration wave, and associate these applications to that migration wave.
2. Export the migration wave to the Jira instance.
3. Delete the entire migration wave.
4. Go to Application inventory page -> try to delete an application that was exported to the Jira instance

Actual results:

The Delete button is enabled but the operation fails with the Error message: "FOREIGN KEY constraint failed" (screenshot is attached)

Workaround:

Delete the ticket on the issues manager (Jira instance), and you will be able to delete the application
