Job function can't be removed

Steps to Reproduce:
1. Go to Job functions
2. Create a new one
3. Try to delete or new one or existing one

Actual results:

 Delete button is disabled, UI writes that can't remove JF associated with stakeholders (while stakeholder list is empty)

Expected results:

 JF should be removed
