Description of problem: Proxy argument doesn't have affect when running CLI analysis

Version-Release number of selected component (if applicable): 8.0.1 GA

How reproducible: 100%

Steps to Reproduce:
1. Run analysis with `-http-proxy` or `-https-proxy` argument
2. Look into access log of proxy

Actual results:

There will be no records showing that proxy was used

Expected results:

Access log of proxy should contain records showing that MTA connected to the world trough proxy
