When running CLI tests on the Windows11 VM, in PSI environment,
we fell short in resources, though the VM resources are increased, the VM still doesn't actually uses those.
Before pursuing placing the VM in AWS solution, let's try to understand if we can make it work on PSI (and use the additional resources supplied to the VM)
