Description of problem:

The option "– enable-default-rulesets=false" does not seem working correctly when analyzing with user custom rules using the option "--rules xxx.yaml".

Actual results:

The default rules under  "rulesets" directory are used.

Expected results:

 The only users custom rules should be used.
