Description of problem:

If the user creates a custom migration targets and modifies the layout before the new target has been fetched, it won't be included in the ui.order settings and the target will disappear from the custom migration targets menu 

Version-Release number of selected component (if applicable): 8.0.1 

How reproducible: Always when the operation is performed fast enough, or with slow connections 

Steps to Reproduce:
1. Create a couple targets
2. Click "create new" and fill the form
3. Click "Create" and change the layout of existing targets right away.

Actual results:

 The new target disappears from the screen and it is only visible in the application analysis wizard

Expected results:

The target should not disappear.
