When an application is created without an asset repo defined, the `generate assets` option in the kebab should be grayed out instead of non-existent in the kebab menu so that users know it is an option when the asset repo is defined.

The same behavior exists if no platform is defined for the application with the `retrieve configurations` option in the kebab.

Bonus include a tooltip on hover that explains why it is grayed out.
