The following kebab menu items remain enabled for import tasks that succeed with error.
Cancel, Enable preemption.

Steps to Reproduce:

1. Let an application import fail.
For eg: Try importing an existing application. The application-import task fails with this error:

Actual results:

kebab menu options are enabled for import tasks that failed with error

Expected results:

Completed tasks should only have this kebab menu option enabled : Task details.
