Description of problem:

Running a bulk analysis with several applications, when one of the tasks fails, it will cancel non-completed tasks with higher IDs.

How reproducible:

Always. 

Steps to Reproduce:
1.  Create several applications.  Ex: 10.
2. Ensure the first application created has a bad repository URL.
3. Run a bulk analysis with all 10.

Actual results:

 When task for application 1 fails, the tasks for 2-9 will be canceled.

Expected results:

Nothing is canceled.  2-9 proceed.
