Performance is significantly degraded if maven central is not available and maven search is not disabled

Version-Release number of selected component (if applicable): 8.0.0-42

How reproducible: 100% 

Steps to Reproduce:
1. Run CLI analysis on host with no access to maven central and not disabled maven search

Actual results:

Analysis takes x7 - x10 times longer than usual  

Expected results:

Connection failure should be detected
Maven search should be disabled automatically
User should get respective message in output
