Description of problem: Top kebab menu in application inventory is incorrectly available for migrator users while it should be available only for Architect and Admin

Version-Release number of selected component (if applicable): 8.0.0-34

How reproducible: 100%

Steps to Reproduce:
1. Create a migrator user
2. Login as this user
3. Find it on top of application inventory

Actual results:

Menu is there while it shouldn't  

Expected results:

No actions from that menu should be available for migrator user (by Ramon)
