Description of problem: Analysis with custom maven file lacks issue in the report

Version-Release number of selected component (if applicable): 7.3.2-16

How reproducible: On some Windows hosts

Steps to Reproduce:
1. Install 7.3.2-16
2. Run command like

c:\Users\Administrator\.kantra\windows-mta-cli.exe analyze --overwrite --input c:\Users\Administrator\kantra-cli-tests\data\applications\tackle-testapp-public --output c:\Users\Administrator\reports-automation --target cloud-readiness --maven-settings=c:\Users\Administrator\kantra-cli-tests\data/xml\tackle-testapp-public-settings.xml --run-local=true

3. See the report

Actual results:

Report contains only issue about hardcoded IP adress
Report is missing error about File system - Java IO

Expected results:

Report should be consistent with other platforms 

Additional info:
I have laptop with Windows 11 and this issue doesn't reproduce there, but it constantly reproducses on Windows 11 deployed in our PSI.
