Description of problem:

Right now, in the static report, when clicking a file under an issue, the user can see the rule "description" field, but needs to hover the line in the code to see the "message" field.

The message should be visible at incident level without needing to hover on the code. 

How reproducible: Always 

Steps to Reproduce:
1. Analyze and application using the cli and open the report
2.  Unfold an issue and click on an affected file

Actual results:

The dialog doesn't show the incident message

Expected results:

 The incident dialog should display the rule message, correctly interpolating the placeholders when present.

For considering this bug fixed, the behaviour should be the following:

• At issue level, display only the rule descripton and links
• At incident level display the description, links and message
