Description of problem:

Related to https://issues.redhat.com/browse/MTA-5293

When the user downloads the static report from the Web after an analysis, the incident doesn't display the rule description, just the message.

Version-Release number of selected component (if applicable): 7.3.1

How reproducible: Always 

Steps to Reproduce:
1. Create and application, analyze it and download the generated static report

Actual results:

the incident doesn't display the rule description, just the message.

Expected results:

The incident should display the rule description
