In the `konveyor-analyzer` binary which runs under the hood in the CLI there is an option to skip any rules leveraging dependency capabilities: https://github.com/konveyor/analyzer-lsp/blob/main/cmd/analyzer/main.go#L335.
We should expose this flag at the kantra/CLI level so that we can allow the user to skip those rules in the case where they don't have the ability to properly resolve all dependencies.
