      Description of problem:

      Dotnet analysis doesn't work on Windows, report is empty

      Version-Release number of selected component (if applicable): 7.3.0-29 

      How reproducible: 100%

       
      Steps to Reproduce:
      1. Run analysis command on Windows
      2.
      3.

      Actual results:

      Report is empty, provider.log contains errors like
