Rules from cloud-readiness are not being triggered in a pomless application. More specifically, a simple package condition won't be matched.

1. Clone https://github.com/jmle/pomless-app
2. Analyze with target cloud-readiness, analyze-known-libraries, and the attached custom rule.

No results are shown

Expected results:

The rule is picked up and matches.

Additional info:

In the given application there is another branch named "with-pom" which includes a valid pom for the application. The same analysis can be performed against this branch, which will show several issues along with the custom rule's issue.
